Quality Assurance

In order to ensure the quality of higher education programs:

  • The Council of Higher Education (YÖK) is responsible for the planning, regulation, management, and supervision of educational activities and other operations carried out within higher education institutions.

  • The “University Monitoring and Evaluation Reports”, prepared annually by YÖK, are published and shared with the public, providing quantitative and qualitative evaluations of higher education institutions.

  • Academic, administrative, and financial data regarding foundation (private) higher education institutions are published each year in the “Foundation Higher Education Institutions Report”, which is also made available to the public.

  • The quality assurance of undergraduate programs is carried out within the framework of the “Procedures and Principles for Ensuring the Quality Assurance of Higher Education Diploma Programs.”

1. Development and Approval of Curricula

1.1. The minimum standards required for the establishment of undergraduate departments and programs are determined by YÖK.
1.2. Program curricula and learning outcomes are designed by the senates of universities in line with the fundamental principles established by YÖK.
1.3. National Core Education Programs are implemented by higher education institutions after being approved by the relevant Deans’ Council and subsequently by YÖK.

2. Assessment and Evaluation

The measurement and evaluation of students’ learning outcomes are carried out according to the principles established by YÖK and in line with the education and examination regulations prepared by universities.

3. Certification

Students who successfully complete the required course credits and other obligations determined by higher education institutions are awarded a bachelor’s degree diploma.

4. Internal and External Evaluation

  • Universities submit their “Institutional Self-Evaluation Reports” from the previous year to the Higher Education Quality Council (YÖKAK) Information System at the beginning of each year.

  • YÖKAK publishes the “Institutional Feedback Report” prepared as part of the external evaluation process and shares it with the public.

  • Accreditation decisions granted by accreditation agencies recognized or authorized by YÖKAK demonstrate that programs meet quality assurance standards.

  • Additionally, regular reviews of competencies determined under YÖKAK regulations are conducted.
